In the UK when I worked fr a cellphone IT department in my youth.. They had just set up a Police Liason Department. In the UK and most of europe it is illegal to use yourphone while driving. if there was a road accident the police would call in and ask for the person phone log. if they were on the phone at that location at that time of the accident they got busted. This was also used if a cop saw you going down the road and you threw your phone out of the window or denied it, they would pinpoint the location and time to you and also then bring in the person you was talkign to and arrest them. I think the cell towers were accurate of about a mile in those days.
